Uh, Is This Normal?

Yes, you have traction control, thats how its supposed to be, it starts to close when you lose traction to slow the engine down and help regain traction. Kind of a crappy traction control system but thats how it works.

Is there a way to scrap the TRAC system?...
i just always assumed that that was to slow the engine when shifts are made

Why would you want to do that?? Especially if you are living in MD? The TRAC is invaluable in the snow. During the summer, if you don't want it on, just push the button.
