What Does Warn 0% Mean Under My Name

on my side bar when i post something it says WARN 0% with some red blocks underneath. does any one know what this means?

It means that you have not posted enough response on the forum. After you meet the quota then you can post your own topic. It is to prevent people from using the forum just to sell items. A way to make sure we contribute to the forum.
