yes it is.

i recently heard on the news that in america several million gallons of fuel is wasted through vaporization becasue gas caps are not properly tightened. so the fact that there is trapped pressure in your tank is a sign of a properly working fuel system

Its also recommended to replace your fuel cap gasket which is about $10 after ten years.

Don't the newer SC's (99-00) have a evaporation recovery system?

'00sc's (not sure other years) have an Evaporative Emission Control System to reduce evaporated HC's. Consists of a vapor pressure sensor on fuel tank, several hoses, vent line, solenoid valve and a service port. All need to be functioning to keep those vapors from blowing the cap out of your hand.
