'00sc's (not sure other years) have an Evaporative Emission Control System to reduce evaporated HC's. Consists of a vapor pressure sensor on fuel tank, several hoses, vent line, solenoid valve and a service port. All need to be functioning to keep those vapors from blowing the cap out of your hand.
