'08 RX 350 imported from Japan to US (KM/Celsius dash)

I'm looking at a private party sale of an '08 RX 350 that claims to have been imported from Japan. It has a standard left hand side steering wheel, but the dash is in KM and celsius. I've been given a picture of California registration title and VIN # (I haven't run a carfax yet)

Is it possible this was just made in Japan? Is this a scam?

Can the dash be changed to standard  Miles / Fahrenheit?

My RX400h was "Made in Japan" but it was not registered in Japan. It was certainly imported from Japan.
