brake pedal nearly to floor after bleeding

Greetings Earthlings!

I'm still driving my 1992 LS400 daily driver who's 30th birthday is fast approaching.

I need help in trying to figure out how to get a better brake pedal. I have printed out the "How to" here on bleeding the brakes and have bled the brakes twice with no good results. The pedal goes nearly to the floor.

My car is currently in a mechanical shop with a really good mechanic, and they too, have "power flushed" the brake system 2 times and still the pedal is near the floor.

Does anybody here know the secret to getting a better/higher brake pedal.

Did they use a hydraulic pump to refill the lines? 

Sounds like the master cylinder may be leaking pressure. 

Some say if the pads are worn the extra pedal travel after a bleed with show up.

I had problems with my pick-up very much the same. When I had it in the shop they installed new front calipers however they installed the left on the right side and right on the left. This put the bleed valves on the top of the caliper and the air cannot bleed. The mounting is the same on both left and right. This drove us up the wall until we caught this. Maybe could be similar. Worth checking.
