I have a 2002 RX300 and also a 2000 RX300 and want to use headlight from 2000 - can I wire up without light control module

What is this "light control module"?

According to the parts lists I checked, headlights should be interchangeable between the 2000 and 2002 RX as long as they are of the same type - halogen or HID.  Converting an RX from halogen to OEM HID is VERY difficult and expensive if done correctly.

Converting an RX from OEM HID to halogen is less difficult but would require rewiring and splicing in different bulb connectors and perhaps using an aftermarket relay to power the halogen low beam bulbs.  You won't be using the HID ballasts if you are doing that.  If that is what you are doing, be careful since the ballasts carry high voltage.  Wiring diagrams are on the fee based  https://techinfo.toyota.com/

Jim, I think I can help you. Do you need the wiring diagram? I have a database of all cars called the Auto Repair Source. It shows every car made and the technical bulletins, wiring diagrams, etc. I see that you are from Kansas and can access the Chilton's database through your local library. It's the originator of this thread that needed the information - not me.  I use the same resources but through the Johnson County Kansas public library.  I don't recommend these resources to people on forums since many people don't have library cards, some libraries don't allow online access and many libraries don't subscribe to these resources.  We are fortunate that our libraries in Kansas for our libraries to do.
