Check Engine Light Will Not Come On, Hence Emission Test Failure

We have a 1999 LS400 Lexus. The car failed our local emission test because the check engine light will not come on; along with the check engine light not working, the brake warning light, shift indicator lights, power/snow lights and fuel guage are not working. Our mechanic says we have faulty
instrutment cluster circuit boards and dealership replacement cost is over $2200 for the board(s). He believes there is something wrong on the boards, as the power is good to the boards, and there are no diagnostic codes showing up. The bulbs on the boards are good. He thought there were some inidividual businesses that could repair circuit boards at a fraction of the cost. The company I located does not fix the particular issues we are having. Does anyone have recommendations either for what we should do or who can be recommended to fix the issues. Everything else on the car works great and we absolutely love this car ( we had it over 10 years)!
