A number of companies offer headlight lens cleaning kits and most seem to do the job. Most involve sanding or buffing the crud away before applying one or more chemicals that restore the lenses and keep it from fogging up again - at least for a while. I have been refinishing my headlights about every two years with a Crystal View kit. The kits from 3M work at least as well ... maybe better from reports on forums. There are a number of past threads on this forum about refinishing headlights - I've contributed to some of them.
