Passenger And Driver Airbag "off" Lights Are On

I'm wondering what could be some problems with my vehicles airbag system or lights? On my dash my "airbag light" is on and it also shows that the light above the controls for the air conditioning system that say's "passenger airbag off" light is on. We've looked in the manuel and made sure that we had nothing under the seat and that we had enough weight in both vehicles seats to ensure that the light should be engaged however the light remains on. We make sure that we had our seat belts engaged. Anyways Lexus won't be able to get to a diagnostic until Thursday and my warranty doesn't cover anything that has to do with the "airbag restraint system". So what I'm wondering if anyone has any clue what the problem could be? Does the airbag restraint system need to be replaced? Is it a faulty fuse? Is the motherboard malfunctioning? I'm just wondering if anyone has any ideas and any idea how much the issue might cost to fix? Below is a picture of the lights that are in question. Again both are on even when someone is or isn't in the seat and when someone IS in the seat the lights remain on even when everything is being done that is suggested by the manuel. Its not a fuse problem but the airbag light on indicates that the SRS has problems and you need to have the car diagnostic scanner to check what is wrong.
