I have the same code problem with my 99 ES300. Here is the page that I found the problem. What octane are you running? That might trip the sensor as well. http://www.obd-codes.com/p0420 You can either replace the O2 sensor or purchase an emulator. That is the route I think I am going to take. I hope this helps.
