96 Ls 400 Automatic Steering Wheel Noise & Locked

I recently started our car(401,000 miles) and heard a loud grinding/electrical short(?) type noise coming from the vicinity of the steering wheel.

Now the steering wheel is locked in what appears to be the highest position next to the dash/instrument cluster. We have tried to adjust the normal manual adjustment button on the left side of the steering column, but to no avail.

Is there anyway to unlock the mechanism that controls the extend/retract and angle of the steering wheel?
