Rear Light Failure, Light At Top Of Rear Window

How do you change the bulb in the light at the top of the rear window and how difficult is it? We just purchased a used 2001 rx300, and it the rear light failure light is staying on. Upon inspection, it seems that is the light that isn't working. It doesn't seem necessary, as I believe it is an extra brake light, NO?

Remove the dress plate by simply prying it loose and off. Then compress the high mounted brake light assembly toward the front of the RX to snap it out and off. Now replace the bulb and reverse the procedure.

Is the "dress plate" the black covering for the area that covers the light? It looks as though there is electrical going in to and out of that area. . .
