Because with the entire strut assembly out, the piston just turns with the nut though I suspect it would still turn even if it was installed in the tower. Would vice grips around the plunger work? I'm going to try some vice grips on the plunger, hopefully I'll be able to grab it without it turning vice grips or channel locks with locking teeth. sory i can't be more help, we spin them out with an impact gun.
