92 sc 400 my belt keeps jumping off bottom pulley and pushes the plastic sleeve pulley back and chews my belt help me

If it keeps throwing it off the pulley then you have some bad balance of the crank.

You may have excessive crankwalk at high rpms causing the pulley to flex and throw it off.

because my belt got chewed i changed belt and was able to move tensioner by hand to install new belt does this maybe play a role?
