How Can I Take This Screw Bolt Out?

this screw bolt is to hold the lower fence of the door-wall, but it was not propertly installed, and the door can not close tied. does anyone know how to take it out and reinstall it. thanks

What part are you talking about?

No clue what a lower fence is.

That black thing is a plastic plug that pops out but does not hold anything.

It is used at the factory.
