brakes are sticking, not releasing

When I apply the brake it doesnt always release and pedel doesnt come back up.

Brake pedal (as i'm just noticing) never goes all the way up, but sometimes it sticks down enough to stop the car from moving. I have pulled pedal up everytime I used it and brake completely releases the brake.
