As a sc300 owner, I recomend the 300 over the 400 because of the mpg, (mine is a stick, which means fun "take offs"), the speed difference is not major, the only place you will feel it is a pass on a highway, but if you know what you are doing, it can be accomplished with the 300 to some degree.

It sounds like your amp is going out. There are different circuits that could be having issues and causing the low frequency signals to spudder and cause the issues you are discribing. -
For Traction In Winter Would 17" Be Better Then 16

I hope this is not too late, but in my opinion, you should stick with the 16's and get dedicated snow tires. I have a sc300 and with a set of blizzacks I have no issues using this is the ski mobile here in Denver. I have actually pushed snow with the front of my car and I am rocking 15" wheels. Good Luck.
