Give me a couple days for a procedure on that. But if you remove the shroud on the steering coloumn secured by philips screws, you will be able to see the mechanical assy and go from there. Many times, it is merely dirt and old grease that causes a failure. Remove the parts, clean them, use a quality grease and reassemble. Should work after that.
