annoying message, connected scan tool that works on my other vehicles but cant get a read for the code.  Does not come on when starting the car less than 35 degrees.  Id love to clear this message and use the cruise control without spending much $

You may have to buy a Toyota/Lexus-specific scanner but verify through the vendor/manufacturer that it works with your specific vehicle. I've seen some for $150 on Amazon or Ebay.
