Under Hood Wind Rattle

When driving over 60mph or when a gust of wind hits the front of my 02 ES300 I get a ratteling of plastic under the hood. I've removed the plastic shroud under the engine and tried driving but without it but the noise continued. It sounds almost like the wind is vibrating a piece of plastic under the hood. It has been the same since I purchased new. Happens year round so its not temperature related. Anyone have a similar problem?

I would guess it is the flaps underneath the front bumper to the engine that are vibrating. Check them for missing bolts.
