Scratching Sound Comes When I Press The Start Button

A strange screeching sound comes from the steering wheel side when I first start the car and the steering wheel comes out.

i am not sure what the name of it is but when you press the START button in your car the sterring wheel unlocks itself (security feature) Now if this gets dry it will screech, so it needs lubing if possible.
