Passenger Seat Belt Is Locked And Won't Retract To Buckle

Help, today I went in for an Oil Change and my son got in the car and moved his seat back and then forward, he clicked the seat belt and it worked. The next time someone sat in the seat the seat belt is now locked and won't work, it's tight and will not retract to buckle.

Hi, I just wanted to Welcome you to the club. I am not sure of the answer as I have never come across this,in a new car, only older vehicles.
