Sway Bar Shackle Front* Broken Bolts

front passenger side sway bar shackle broken bolts i noticed the shackle had snapped i tryed to replace then the boltrs stripped its a very tight place to work i then tryed to use a bolt extracter but then it just snapped the heads off i then grinded down and tryed to weld down with arc welder but theres to much pressure in that area im not sure if i should drop the sub frame and drill out at this point the car is unsafe to drive its currently in storage waiting for me to figure out what to do with this probelm. Any suggestions
