Power Rear Door Button

I have a 2011 RX350 with power rear door. When I push the button by licence plate light, the door unlocks but I have to manually open door. Reading owner's manual, page 51, sounds like it should power open. Doesn't make sense that there is a button to power close door but no power open button. The button on remote key and button on dash both power open door. Don't want to go to dealer looking like a dummy so asking here first.

If it is like my previous rx330 that just opens the door but doesn't activate the power door...

It can be programmed by the dealer to open. I had it done.
