What kind of "official certificate" you are looking for? The VIN should be enough for an insurance company claim and they can figure out the rest.

My situation is as follows: the car is already at a foreign shipping yard and I need it to be cleared at their customs office. I do really need it's DOM, because their authorities increased customs clearance duties after Jan.10th. If I had the certificate confirming this date they would apply old duties in the calculation (3y. of age car - more or less). When nobody knows the exact date of it's manufacture I simply need a signed paper from any dealer. Lispetrol@yahoo.com
