Rain Sensor Problem

The auto windshield wipers on my 2001 LS430 don't work as advertised. I believe that the windshield was changed by the previous owner, but the replacement looks just the same as the original and is manufactured by the OEM supplier for Lexus. I do note some bubbles in the tape securing the sensor to the windshield and hope that is the problem.

I purchased new tape but am not sure how difficult it is to apply. Since it cost $25 bucks for about a one inch square I would like to do it right the first time.

Can anyone give expert tips on changing out this tape?
