1998 Gs 400 Cranks But Doesnt Start

I have a 98 GS400 and it has a crank but no start situation. I can smell fuel. After cranking for about 7 seconds three times the battery voltage drops to 9v and i have to recharge it.

Press the gas pedal to the floor and turn the key.

Did you just start it and let it run for a few seconds then turn it off?

i just went out to start the car and it would start period. i read in a few places that the fuel can flood the cylinders and get rid of all the oil. the oil helps create compression which is needed for the car to start. so i did a compression test on all the cylinders and they were between 35 and 90. so i added a very small amout of oil. like an oil cap full. then cranked it with out the spark plugs in it. put the spark plugs in it fired right up. smoked for a lil bit but thats common after doing all that. NOTE I LIVE IN A COLD CLIMATE.
