How Do The Brake Rotors Come Off?

I have a 2002 IS300 and I took my caliper off and tried to pull the rotor off and it would not budge. It looked like it requires a pulling tool to get it off so I didnt hit on it or anything. I cannot find any info on taking the rotors off so are they just rusted on or do I need a special tool.

This is the entire brake R&R with pics. To pop the rotors loose you screw a 12 mm bolt into one of the 2 threaded holes and slowly turn it to push the rotor loose. (Step 9)
