Ac/blower Works, But Weak In Power. Is This Normal?

My ac speeds all work low med and high, but they are all very weak. I have a 91 maxima that has 4 speeds and the 2nd speed is even faster than my high speed on the lexus. Is this normal for this car to have such weak blowers or is my blower going bad?

Any thoughts?
