First Time, Wont Start, Second Starts Right Up

When my car is cold, i'll hit the ignition..and it will just click, so then i just turn it back and it starts right up. What is that? ANd today, it started making this really weird noise, i have no idea. If anyone has any idea's if those two things are related and what the problem is..please let me know.
