2000 Ls400 Key Programming

I lost my keys and got a new key from dealer which needs to be programmed. Dealer said the car has to be towed-in to dealership in order to perform the programming, and costing way too much. The key they gave manually opens doors and unlocks steering but nothing more than that. It does not start the car or anything.

Is there a way I can do it myself? or

Can someone come to my place in NYC and program it for me? I will pay ofcourse.
