jschunke
Why not tap the screw holes to clear the rust? You may have some dirt or rust on the mating surfaces of the hub and rotor, preventing a flush fit.
silvermate
there isn't supposed to be any play as far as the rotor meeting the hug assembly take some brake cleaner and a steel wire brush and scuff and clean the area up really good, on the mating surfacing. you might even have to break out some sandpaper to get it really clean for a flush mount
lexus400
Those are just set screws to hold the rotor on when you take the wheel off. The wheel holds the rotor in place so they're not critical. If you need to get the rotor off, just use a drill bit the size of the screw head and then remove.
