There is something wrong and the ECU is telling the engine not to run full power so it protects the engine. I would guess the timing belt may be not on correctly. Are you sure the new belt is on with the cam pulleys in exactly the same position as the old one? The realtionship between the crank pulley and the cam pulley must be correct for the valve timing to be correct. I will look for something to help with this on some other forums and come back.
