1991 Starter and waterpump replacement

Going to replace the starter and water pump. which one should i do first? I want to do at the same time/one right after the other. another thing which is off topic, Is there a map of the cluster gauge? I would like to fix my needles, they don’t move.(gas,temp,speedo, and tacho.)
