2007 RX400h driver's side rear door won't open from outside

Hi all, my driver's side rear door is acting like it's locked from the outside, even though it's not.

The plastic piece holding the exterior handle in fell off on the freeway. I guess the screw worked itself loose over time or something. I replaced it easily enough, but now the door opens from the inside but not the outside. Any ideas or advice?
