Misleading Tachometer

It started when my horn when dead. I traced the fault to the ribbon cable in the steering wheel base. after repairing the cable (which involved removing the wheel) I realised that my tachometer reads at about 4000rpm at idle and shifts from 1 to 2 at about 3000rpm at full throttle. There was one time when it just didn't respond at all. Now the engine sounds fine there is no horsepower loss that i can feel it just seems to be the tachometer.

Any suggestions??
