92 SC400 running really rich and flooding engine

Need help diagnosing this sc400 as its running REALLY rich causing the spark plugs to be fouled right upon start and it seems to make a really hard chopping sound as you can hear in the attached video. I should as well mention that this car has a later 97 sc400 motor that has been swapped but it is was running just fine until recently.
