2005 Ls 430 Cooled Seats / Climate Seats Not Cooling Enough

I have a 2004 LS 430. The seats do not get cool on my car, and the dealer told me that the air that blows is just room temperature air and not air conditioner cooled air. This seems strange to me since my there are there is a "cool air" setting. Is the dealer right or does he just not know what he is talking about?
