I'm dealing with this same issue. I'm thinking about replacing the struts and shocks. I'm wondering if the pitching forward while breaking (due to the worn shocks) is causing the ft brakes to carry to much of the load resulting in the wrapping. The way I see it I'm either solving one problem or two.
