The rack solenoid screen could be gunked up, remove and clean it with a toothbrush or similar:

Doing the solenoid is relatively easy.
90LS400Lexus, rack solenoid, not reservoir screen.

The ignition switch is on the steering column? Not in my 90 or 95.
The part number for the ignition switch on the 90-94 is 84450-50010, about $133

Replacing the starter on the 95 ls400 is not for the weak in heart or those who are easily discouraged.

What's the fluid level in the reservoir? If low, it will make noise.

Welcome, here in the desert is 32 degrees considered cold? We get that a few days out of the year. Anyway, can't answer your question directly but cold could have something to do with it. Did you find the push button way down under the dash under the steering wheel next to the foot light to toggle the chirp on/off? Try disabling it then enabling it to see if that makes a difference.
However, if I'm not mistaken, the "chirper" is behind the left front wheel well near the door, maybe it's getting covered in snow/sleet as you drive causing it to become blocked then as it melts, back to normal.

Thanks. The Duralast MKD665 for $19.99 USD? It says it's Special Order for my local store so I'd have to go pay for them first.
I'll most likely turn the rotors. Have you bought their Duralast rotors too?

At the risk of turning this into a "what brake pad is best" thread, what pads did you use (and from where)? Just curious as I think I need to replace mine as well. Did you have the rotors turned?

Wow, you all have me wanting to drive a 1995 or newer LS400.
That's exactly how I felt after I got my 90 and figured out what the LS400 brand was all about. It was an unfortunate accident that got me there but I'm so much happier with the 95 than the 90.
The back end of the gen2 is so much more modern than the gen 1. Enough so that Lexus kept it when they modded the front end in 98-00 models.
I know it's crazy to pass up 90 with only 18K miles, but for me, I would rather have a 150K 95 any day.

I'd also recommend going with a gen 2 (95-97) over a 90.
