Of course it is safe to put a car in neutral while in motion. If you drive stick, you usually pop it in neutral all the time when you coast into a stop (unless you are in the UK, where they advocate down shifting for some reason, but they drive on the wrong side of the road, so what do they know ). Holding the clutch down is the same thing, and you can do that all the time (with a manual car).
