2013 RX350 rear cargo door issue

The rear cargo door opens and closes automatically using the dash button or the fob.  The door will lower automatically (once it has been raised manually) using the button on the bottom of the rear cargo door.  The door will not raise automatically if I push the black rubber switch cover located under the tail light.  Rubber cover appears to be in good shape. 

Something is not working.

Moved to the RX section where it should be seen more.

For my 2011 RX350 this is normal operation:  The switch under the handle will unlock all doors - including hutch - but the hutch needs to be manually raised.

It's my wife's car and she swears it use to raise automatically when she would push the rubber switch.

According to Owners Manual this is one of the optional settings, but is says it can only be changed by the dealer.
