Another crank no start

Hello all, 

I have a 1990 LS400 with what seems to be the notorious no start issue. We have spent a couple of hours pulling our hair out so far. The car will crank with no issue but it will not fire.

We have checked the following

Igniters are both working

Spark plug wires are all sending spark

Spark plugs are good

Fuel pump is turning on

We are getting fuel to the fuel rails

The car is in time

The trunk wiring looks good no wires look damaged

The car is only pulling one code 23 which is for the air temp sensor

We also tried spraying ether in the intake and it still did not start the car. 

We have run out of ideals and have gone through countless no start post and have tried everything suggested but have had no success.

Injectors all have a signal?  If the engine was turning and had spark at all wires then t belt is still there, could jump time though. And like above c test would show that.

If it had good timed spark it should have run on start fluid.
