Does any 99 Lexus owners seem to have this issue? Dealership says it's common for that year

Yes, the speedometers in the 1998-2000 LS400 usually start sticking after ten years or so. The one in the 2000 LS400 I sold last year occasionally stuck in hot weather in the last couple of years I owned it.
