Broken Dashboard Backing

I just bought this car from auction. Someone has apparently punched the dash. I Took out the glove compartment and peeled some of the cover material back. I can see that the hard plastice backing has been shattered. I thought if I could take the dash out that I could get to this and perhaps apply a thin hard sheet of something over the area and epoxy it into place. Is this crazy? Any suggestions on how to remove the dash and/or how to fix this? The picture I attached shows the dash and a small piece of the backing that is cracked away. Thanks.
