Under Hood Access Rx300

wondering if anyone can tell me how to remove wheel well cover on 2000 Rx300 so that I can access windshield washer reservoir for rep.air & remove headlight assembly for cleaning. I've looked at wheel well liner, and it seems to extend under bumper with a rigid plastic that prevents me from pulling it aside.I've seen strings regarding other Lexus models that say to just pull it aside. Are the liners so different on other models, or should I just pull harder?
