Ac Cluch Not Engaging

Hi,

I have a 94 Sc400 and when you call for cold the air blows and indicates cool but the ac compressor does not turn on. Does anyone have a block diagram or do you know if the freon is low if it will not allow the compressor to start. Is this system r134a?

Also I have a power tilt unit that does nothing - no noise. I noticed a posting by a Sirsam but I am not sure if or how he solved his problem. The unit makes no noise and appears as if there is not power going to it but all fuses working properly.

Any input will be greatly appreciated.
