The lowers do wear but make sure it isn't the bottom ball/swivel joints 1st as these are bolt on and yes they cause the problem you describe. I plan to order kit from Daizen, as 200 each (used) is best price I found for whole arm here. That is a lot of money for used parts, and I am not convinced that UCA will allow side to side drift/sway. Uppers seem to affect vertical stability, rather than horizontal. The uppers normally wear more but generally give a clonking sound when going over bumps and potholes.
