Wiper Auto Setting Not Working

I read there is a sensitivity setting for the automatic wipers but I cannot locate it. Does someone know where it is and if it could be why the auto position does not activate the wipers?

On my RX it is a ring near the end of the windshield wiper stalk. You turn it one way for less sensitivity, the other way for more. (The ring is a little like the ring on the lights' stalk, for the fog-lights.)

On the wiper control arm you should see the word 'AUTO' printed on a collar that rotates and aligned with four incrments from '-' to '+'. I leave mine set on the third setting from the '-' which makes it slightly more sensitive but not at maximum sensitive. Also, I have to move the level to the second position for the auto wiper feature to engage. Raising the level as far up it will go is off and the next position down is the automatic setting. The third is 'on' slow and the fourth 'on' fast.
